This specialization covers how authority is exercised and held to account: the shift from government to governance and the role of non-state actors, decentralisation and local self-government, transparency and the right to information, accountability institutions including audit, vigilance and the ombudsman, citizen participation and service delivery charters, corruption and its control, administrative ethics, and e-governance as a means of changing the citizen-state interface.
